Can anyone please tell me, how to add links to navigate inside the same page, like from table of contents to the headings of each in the same page.

What does ‘page’ mean? A note? So, "how do you link from content to content within a note?" ? As far as I know, this is not possible. The links that Apple Notes allows you to insert are links to other notes, documents etc.

Inside notes app. I created a new note. I started the note with table of contents. As shown, here all the links created will take me to a new note created by the link. I had already understood you well except for what ‘page’ is supposed to be as an element. My answer remains unaffected. Linking within a note to other parts of this note is not possible as far as I know.

Possible option: Use headings (Ctrl+H or Ctrl+J) within this single note. This would at least allow you to collapse it fastly with a shortcut (Opt+Cmd+Shift+Left) to get quick access to individual parts.
